It does, but what you need to do is pay the full price and then claim back the $100. They do this because you pay full price to begin with, and alot of people forget to send back the claim form. So they still sell 65% for full price, yet can advertise them cheaper. At least that's how they usually work...

Not seeing the ad, I would say the cost of the computer or whatever you are looking at is on 'sale'- $100 off the listed price. Just a guess. Nothing more or less- just $100 off.

I suppose. I haven't seen the ad. It is probably some kind of incentive to buy an XP system as Vista is almost here.
