This is one of MANY sites that I can direct you to that sell shirts that work for layering or on their own with modest necklines (they make them for women and girls!). As far as skirts go that's a harder subject, but believe me I have gone my whole life with skirts at the knee or below and I only wear shirts with sleeves. I know that it's possible!! Keep searching!

RE:
Where can I find modest clothing for a pre-teen girl?
It's SOOO very hard to find clothing that doesn't make my pre-teen look like a grown-up. Or clothing that is just plain inappropriate for a young, Christian girl to wear.
I've been searching the web and cannot fine ONE SITE -- not ONE that will sell dresses below the knee or have an...

Clothing manufacturers are going to make clothing people will want and will buy, bo preteen wants to wear a skirt under her knee! That's just a fact of the matter, clothing companies are not going to try to appeal to those 1% shoppers like you. But anyway, I am just wondering if it is really true that you can't find skirts that are under the knee. Is your daughter tall for her weight? Have you tried department stores, maybe in the women's section or petite section and just try to find size 0 or 1.
This site looks like it might have skirts that are not too short, can't really tell though:

Limited Too would work if you want to be stylish but not too showy. They have good dresses and appropriate necklaces. Or JC Penny sells approptiate things. Stay away from Hot Topic though

forever 21 is a great place, it has all sizes. you can get her size small shirts there, but the pant sizes are like 26, 27, 28, etc. hollisterco, abercrombie and fitch, aeropostale, and american eagle is also good for preteens/teens but it can be a little expensive.

Usually you can find non-whore wear at local stores (not big chains). It may cost a little more, but they tend to concentrate more on fashion and less on trends. Good luck all the same.

Try JC Penney...that's where I took my daughter, but you will have to dig around for conservative clothes there, too.
