I think you need to approach this systematically. First, confront the teacher. This is what an adult would do. Give the teacher a list of offenses that she needs to take into consideration. Explain that things need to change. Make sure that you do this in front of another witness (another teacher would be perfect).
Then, if things don't change, move up the chain of command, STARTING with your parents. Then the principal; superintendent; school board...
Even if she doesn't get fired, she will find herself warned.

you'd need alot of people to get her fired, or if your freind actually got hurt she could get in trouble but not fired. If the teachers been working there along time then the chances of her being fired are slim. Tenure or something is the reason

I know what you mean though, I think most pupils go through a faze of hating their teachers. I know I did. But the teacher that I hated, in the end helped me to pass my exams. The teacher your friend hates, might be good at that side of her job.
But if she's crap at teaching, go and see the school head.

No, that doesn't sound stupid at all. Start with your counselor, if they don't do anything, move on to the principal. If that doesn't work, move on the school district administrators. Good luck.
