I can answer for Petco; Because i am the reptile specialist there; but im not sure about petsmart.
It depends on which petco; Different stores order different reptiles. Not every petco is going to have the same. Pretty much all of them sell Red Eared Sliders. These are aquatic turtles; for about 30 bucks. Box turtles are illegal to sell in some states; but where they are legal, petco sells them for about 50 bucks. They may also have russian tortoises; which are land, and very sweet. I have found that tortoises are less likely to bite than turtles. These sell for 80. However; prices also depend on where you live.
Land turtes are much less maitenance than water. filters and water pumps can get expensive as well.

Both likely sell Russian tortoises, but any Russian tortoise in a pet store is WILD-CAUGHT and likely to carry parasites. You'd be better off buying one from a breeder, such as www.russiantortoise.org (which also have lots of information on care - good place to do your research BEFORE you buy, even if you end up buying from a pet store). Box turtles sold in pet stores are wild-caught, too, as are any South American wood turtles and Greek tortoises. Wild-caught animals stress easier, and are more likely to carry parasites or other diseases, as well as the fact that it's ecologically unsound and cruel.
Also consider looking for animals for adoption from www.petfinder.com
Aquatic turtles need about 10 gallons of water per inch of turtle. So, you'll need AT LEAST a 30 gallon aquarium for something small such as a mud turtle, and AT LEAST a 55 gallon tank for something like a painted turtle or red-eared slider. Sliders max out between 8-12", with females being larger than males, so if you get an aquatic turtle, make sure it's male if size is an issue. Eastern, midland, and southern painted turtles stay smaller than sliders. Cooters and redbellies get BIGGER than sliders, and can reach 14-16", so definately avoid those if size is an issue, and you can't have a fenced-in pond.
Avoid sulcata tortoises - they get over 100 pounds and DO NOT hibernate. There are dozens of them for adoption around the country.
Visit www.turtleforum.com or www.anapsid.com to learn more. There are also tortoise and turtle groups on groups.yahoo.com where people with these animals will help answer your questions.

they sell Red-Eared Slider turtles/Painted turtles.
I have a Red-Eared Slider...she's cute and adorable. she's an aquatic turtle. my friend, who bought me the turtle, has a land turtle-looks more like a turtoise to me and is uglier. Land turtles may be easier to clean out the tank or place you keep them and aquatic turtles are high maintence if you have the proper equipment. UVB/UVA lights, 10 gallon tank is appropriate for one turtle, at least 5 inches of water, a basking rock, food-my turtle eats shrimp and turtle pellets- but i like my aquatic turtle. and the cost-Turtle [my turtle's name] was $11 at Pet Village in Duncanville, TX...i'm not sure how much they are at petsmart or petco.

Red eared sliders are about the easiest aquatic turtle to take care of and they are not snappers........most land turtles{tortoises} are easier and usually less expensive to take care of then aquatic turtles.......

whatever you get, just be sure to find out how large they grow (and how fast) as well as their eventual habitat requirements...A lot of people don't realize that they will eventually need to upgrade to a very large (and expensive) tank.
