I'm an expat Brit living in Boston and it sounds remarkably like Mark E Smith from The Fall is singing... Could it possibly be? Or is it something completely different?

It is called "Blindness" by the Fall, and is on their album "Fall Heads Roll." HOWEVER, apparently it is mislabeled on iTunes, so if you want to buy it, go to iTunes, search for the album Fall Heads Roll, and click on "Clasp Hands" (7:24 long). Listen to the preview of "Clasp Hands" and you will immediately recognize the song. The preview even includes the "I was walking down the street" line at the very end. I hope this is helpful.
