I have a 2004 Passat and the brake lights are on all the time even after shutting the car off. The dealer says that it's an indicator of needing new rear brakes for $500.00. But I had all the brakes replaces about 10000 miles ago.

on the back of your brake pedal is a plastic cap, and the button that ingages when you press the pedal is stuck.

Return spring on brake pedal may be broke, allowing the pedal to hang down. Brake light switch adjustment may be off, or the switch may be stuck. Have some one lift the brake pedal while you watch the lights. If they go off, check the adjustment of the switch.
