The Baathists have already said that if he hangs there will be no chance for the Sunnis to join the Iraqi government and that the violence will increase.

More Americans will be targeted and die as a result.

I guess this is what George means when he says he has a plan...

That could happen. The "insurgents" (thugs) might realize that the Iraqi government is serious and capable.
