The laws vary from city to city. It is best to call the non-emergency police phone number and ask them. They will tell you. The most common lights which are not allowed are green, red, and blue (due to the lights resembling stoplights and emergency vehicles).

Section 43 of the Pennsylvania Vehicle Code does not have any provision that prohibits such lights. There, however, may be a prohibition in some of the local communities you drive through.
