The question is not as trivial as it may seem!
About 1.75 per world population the missing 0.25 relates to
amputation, birth defects etc.

Not to be a downer, but your question is logically impossible to answer. Because to have an average, you should have at least 2 variables. But the only variable stated in the question is only ONE HUMAN BEING. You can't find any average with only 1 variable. But if the question was: "What is the average number of legs of the human race?", Then the answer would be 2, because all humans have the same number of legs no matter what prosthetics has/have been applied on them.
But IMO I think it's a 1.5.

On the average, 2 is the number of legs on a human. That was a really hard one. You almost had me stumped.

Probably only 1.
Most people have 2, many at weekends are legless and a 1 legged creature called Heather Mills McCartney is not a human being, so doesn't count in this survey.

I'd say slightly less than two, when you take into account those who have lost a leg and those rare persons who are born with more than 2 (at least 3, 2 of whom were circus freaks).
