Since I don't live in St. Louis, I don't know any specifics, but I'm sure this site'll help. Happy Birthday! :)

Go to the Old Spaghetti Factory in Laclede's Landing. I went there for my first time a little while ago & I loved it!! The way they have the place decorated inside is sooooo cool. I don't think it had been too expensive & your dinner automatically comes with a salad beforehand & ice cream afterwards...I believe bread/rolls are also served. Based on the decor, it's the kind of place where you can dress up or come in jeans like I did (was at a punk concert down the street at Mississippi Nights). Oh yea & since it's your 21st you can just walk right down the street & you have a bunch of bars/clubs to choose from to celebrate! A friend & I just took my sister to the club in Morgan Street Brewery for her 21st a few months ago & she had a BLAST!

I would say the restaurant called Eleven Eleven. (Its pricey though). Very excellent food. It is on Mississippi and Choteau in Lafayette Square area. Or Riddles Penultimate in the Loop (Delmar). Also awesome food, atmosphere is not as nice as the food, but it is WORTH it. Both serve drinks too....
