That is an interesting question, I was taught as a child that it's bad manners to talk with a mouth full of food. President George Washington wrote a short book entitled: "George Washington's Rules of Civility & Decent Behaviour In Company and Conversation." Rule 98 - Drink not, nor talk with your mouthfull; neither gaze about you while you are drinking. We obviously should not talk while chewing food, but why then do we mix lunch and conversation so often? I'm sure there is a gaggle of phsycoligical explanations why we eat and converse. Eating and talking are two of my favorite subjects, that's why I do it.

They are being polite. They want to give you time to think about your answer instead of blurting out something.

I don't know. I think if they do this they want you to focus on them and not on your food. It's weird though. And annoying.
