This is called VoIP.
One company which provides this is called Skype. You can download their software from www.skype.com - the only thing is the person you are calling has to also have skype. There are also a number of VoIP providers, search it in google. You can use them and plug a little box into your internet which then plugs into any normal phone so you can make cheap calls from that. It is also reccomended that you have broadband with a speed of over 512/128

Go to your search box and type in "Sprint IP Relay". You can call long distance and everything and it does not cost you but it is really meant for the hearing impaired. I know about this cause my aunt uses it.
