If you have a self-cleaning oven, don't keep them in the oven when you're using the cleaning cycle. The grease will bake on harder.
Put the racks in larger, heavy plastic shopping bags. Coat the racks with a lye-based oven cleaner from the grocery store, then seal the bags with twist ties. Put them in the garage, or someplace out of the way. Allow the oven cleaner to work for a few hours, or overnight. In the morning, take the racks out of the bags and use a scrub sponge to wipe off the congealed oven cleaner.
I've tried using "gentle" or non-caustic oven cleaners, but in all honesty, they are not very effective, or use huge amounts of elbow grease to scrub off the old baked on grease. The lye-based oven cleaners work the best.
Be cautious! ANY product with lye in it is very dangerous around children and pets. Use eye covering and wear heavy rubber kitchen gloves. Don't use straight lye... stick with a commercial oven cleaning product.

I take out my racks and put them in a large garbage bag (preferably outside or in an extra bathtub) lay them flat and pour in 1 cup of ammonia and 1 cup hot water. Seal up the bag really good and let set overnight. The next day just spray off the gunk. If they are really bad you may need to do this two times. I use the power nozzle on my water hose outside and they always come clean.

My stove is also gas and I just simply take my racks off, let them soak in the sink with some hot soapy water, scrub them a little bit, and return them back to the stove. Unless you have some new high-tech or way out dated stove, cleaning it the old fashioned way with " a little elbow grease" should solve your question.
