There is something called a "wrathful appearence" - it means the show of anger (to get someone's attention or to make something happen-jolt something loose) while holding compassion in the heart all the while. It is difficult to do, the heart has to be at peace & grounded in love. If the heart leaves this position in the course of the delivery (shouting & so forth) then it is no longer an appearence, and the compassion is lost in the energy of the delivery, with great harm the most likely result.
Rage is merely the extreme of anger; it is a torment for others as well as for ourself. Rage has no constructive use nor purpose in human life. It's only function is to destroy its target, which appeares ugly, distorted and completely free of any worthwhile qualities. Since nothing like this actually exists, that means rage bases itself on a warped view of reality.
Compassion is the wide-eyed awareness of the nature of suffering in the existence of another being and the identification with the commonality of that suffering. Since one of the causes of suffering in human life is anger, compassion and anger do not exist in the same individualk at the same time; compassion is one of the antidotes to anger.
When compassion arises in the heart, anger reduces and is dispelled.
When anger arises, compassion is forgotten.

no there is never a specific time and place.
but the words rage and compassion juxtapose. for rage there is a specific time and place and often people dont know what it is and end up making irreversible mistakes due to this.
for rage it must be in your mind against a particular unfair cruelty that harms not just you but everyone. when you respond to it with compassion, your rage has sensibly accomplished its purpose for being allowed to penetrate your mind.

compassion and rage are kind of at ends with each other, where rage is the ultimate state of anger, and compassion is a state of healing. this isn't to say they're complete opposites, but I'm guessing it would have to be a VERY specified situation for this to be true.
