From personal experience I'd have to say the trick is "law" vs. "regulation."

Regulations can punish anyone at any time without any legal representation or accountability. Your only hope is to be big enough to survive it.

Case in point: A severe thunderstorm floods a feedlot and several thousand gallons of cow manure floods into the river in a single incident. Feedlot owner fined, jailed, his property seized, and millions of dollars are supposedly spent to contain the "hazardous" material.

City of Colorado Springs repeatedly (sometimes several times a month) over a period of years "spills" raw human sewage into Fountain Creek, sometimes hundreds of thousands of gallons at a time, which then runs into said river. Nobody goes to jail, no property is seized, nobody pays for millions of dollars in cleanup for each "spill". Such things are "unfortunate" realities of growing cities with aging sewage systems. Too bad. So sad. Clean Water Act is irrelevant when a city is the violator.

So, law punishing without trial? maybe. Regulations, absolutely.

only one of them is a law, and even that one means the law isn't constitutional, so none of them.

Most anything that is a misdemeanor does not entitle you to a trial, since you are not entitled to a jury trial for any crime which you cannot get more than 6 months in jail for.
