I'm not sure whether to report you to Y!A or just go straight to the police.

If you are using them for sexual gratification, even if you do not harm the child then it's an offence. Even if you just hang around the paddling pool or the playground waiting for a little girl's skirt to blow up you can and will be arrested. I have arrested several men for "committing public nuisance" i.e. taking pictures of little girls playing and unintentionally showing their underwear or little girls (2-4yrs) just wearing their knickers to paddle in public fountains on hot days. I wish I could say it's all innocent, but house searches of the offenders usually reveal a lot more sick stuff.
On the other hand, if you're a parent or close family member and you are genuinely videoing your child at play you should have nothing to worry about. It's worth remembering though, the child doesn't have the insight to know the consequences of bathtime photos, and so when they reach an age where the photos could cause embarrasment, to continue showing the photos to people, however cute you think they are, would be a form of abuse.

LOL @ "...even if its just done briefly".

It depends on the laws of your country,
If you are getting sexual pleasure from it that is certainly not good
but if its your own child for the scrapbook there really should be no problem.

Use your head, If you feel guilty about it then your probably in wrong, delete it from your camera and don't do it again.

Take your pictures down to the police station along with the toys and handcuffs you keep in the back of your van and ask a police officer

It probably depends on if the children are yours and the purposes of filming them. Although I can't think of any good reasons why anyone would want to...
