You have to get them to study. you do that by clicking on a computer or bookshelf and clicking study. The more they study the better grades they get.

You can click on the homework and make them do it .... which you have to do all the time to get them into the habit of doing it. If you up their skill points in logic, creativity and stuff they'll do it faster and they're usually more willing to do it.
If you're having a lot of issues with them being too tired, not having fun etc you can use a cheat thing in commands
CTRL + SHIFT + C then type MAXMOTIVES and hit ENTER if you want to max out all their needs bars and make them do the homework.....thats a cheat my bf uses....I haven't tried it (I've only seen him use it on a few situations) but if they're too tired or not having fun and don't wanna do homework I guess thats an easy way of doing it.

click on the book that the child/teen has left on the ground just inside the door usually and choose the option to do the homework.........

If they don't do it make sure there Mood bars are nice and full.
