When I press the power button on the tower, the light behind the button turns green. But there is no spinning harddrive sound among all the usual sounds. The monitor seems fully functional and it seems like there is no interaction between the monitor or harddrive, no loading of the bios or windows. What could be the problem?

Probably your mainboard and/or the power supply unit are dead.

You could disconnect your hard drive(s), floppy and cd-rom(s) and try to power up again. If this posts (power on self test) you can be assured it was a problem with a disconnected device.

Also if you have 4 memory slots try moving memory to different slot.

***ADVANCED USERS ONLY**** THIS COULD RUIN YOUR MACHINE!!! IF YOU HAVE NO CLUE DONT EVER TRY THIS!!!!!!!!!!!!

Worst case scenario is to disconnect plug from computer, pop battery off motherboard (quarter size chrome circle) and if you see a jumper next to battery usually labeled JP1 OR JP2. With battery out this terminal will have 3 positions or pins sticking out, 2 of them are shorted( connected by plastic jumper) remove jumper and move to 2 other pins, this will clear CMOS to default values.

Usually this only takes 10 seconds to do. Replace jumper to original position and replace battery. Attempt to restart computer.

not power supply as you said the light goes on...sounds like a heart issue..if the fan does not come on it may be that the fan is dead. If so then pc will not start if it is too hot. It may have already killed critical components as well such as cpu..If it does not do any beeping on startup, then motherboard is fried

Did you check to make sure that all of the pertinant plugs and wires are plugged in? Check the monitor cord to make sure it is hooked up to the tower.

Some RAM/hard drive problems can be easily fixed yourself by using easily available tools. I found the info at http://fixit.in useful. Try this site, if you can get what is required.
