Starbucks does not franchise to individuals. However, in situations in which a master concessionaire or other company controls or can provide improved access to desirable retail space (such as an airport), the Company may consider licensing its operations to such a company.

They don't franchise 'cause they don't want to. By owning and running the stores themselves, they can control the quality directly, and they can keep all the profits for themselves.

Franchising is a way for companies to expand more quickly with the help of your investment money. Apparently Starbucks is able to expand fast enough with their own money.
