Off-peak refers to minutes used during the less busy time of the day for wireless carriers. It could start at 7pm or 9pm and end the next morning at 6am or 7am, depending on the carrier. Also, weekend minutes are considered off-peak as well. That could be anytime from 7pm or 9pm on a Friday till 6am or 7am on a Monday. Different carriers define different off-peak periods.

OFF PEAK MINUTES ARE ANY MINUTES THAT YOU USE WHILE ON YOUR CURRENT NETWORK THAT THEY WILL NOT BILL YOU FOR.
(I USED TO WORK FOR CINGULAR)
I.E. IF YOU HAVE 700 MINUTES, BUT UNLIMITED NIGHTS AND WEEKENDS, SAY, STARTING AT 9:00 PM - THEN YOUR OFF PEAK MINUTES WOULD BE ANY CALLS MADE AFTER 9:00 PM AND BEFORE THE OFF PEAK PERIOD TIME ENDS (USUALLY 7:00 AM)
IT DEPENDS STRONGLY ON WHAT YOUR PLAN IS, AND WHO YOUR PROVIDER IS ON WHAT YOUR OFF PEAK MINUTES ACTUALLY INCLUDE.

peak hours are set by your phone company. Their the daytime hours when more people are using their phones, thus the company feels they can charge more for them. Off peak is any time other than during your companies peak hours. It varies from company to company, some include weekends in off peak some don't.

Peak hours are week day from 7AN or 8 AM to 7PM or 9PM
Check your plan.
All other hours are off peak

The least busy times, usually 7 pm to 9 am. Does not include holidays. You'll have to ask your provider for specifics, because each plan defines it differently.

the minutes you use during the times you are not being charged towards your cell phone plan - check you contract you signed for it to explain the time frames where your minutes are "free" - it's usually night and weekends

when your minutes are free. be careful. if your free minutes start at 9 and you begin your call at 8:59 you will still be using your minutes until you hang up.
