definite. Allot of fellows shave. do not use deodorant in a while although you'll supply your self ingrown hairs. i recommend trimming with an electric powered trimmer over shaving. facilitates ward off razor burn and itching. Use water & shaving cream!

If he needs to shave it's ok but remember once he starts he can never stop (unless he wants to grow a beard)

Is this a religious question? Not if he's a sikh, Muslim, or Jew.
Otherwise, if he's capable of passing a safety razor over his face and neck without doing more damage than one would expect, it's fine if he feels his hair growth needs it. THe problem is that if he doesn't need it and it's a manly game, the cream and razors are a needless expense.
Otherwise, why not.

yea, one of my friends who was 12 grew facial hair VERY early and shaved just before he turned 13

I dont see why not if he has hair on his face or if he is in a sport that requires it. .Istarted when i was about that age.
