There are two different things I've left in restrooms. One is an "upper-decker", the other is a "floater".
The upper-decker is just downright mean, dropping a deuce in the tank of the toilet. Did that at a horrible party I was at.
The floater is more funny, laying down a bunch of tissue before "making". I've been known to pull this one in office building restrooms so that strangers have to deal with it long after I've left the premises.
I'm assuming one of these is what you refer to as a "top shelf"

We used to call that an "upper decker" and NO way! I would never do that nor would I wish that on my worse enemy. Fixing the top part of the toilet can get dirty enough as it is. I would hate to be the guy that had to do the repair work under those circumstances.
