I'm leaving the company to go into a completely different field (insurance to teaching). My current company doesn't plan on paying me for the 40 hours of accumulated time off. I've worked at the company for 3 years, don't owe them back wages or anything else, and am leaving by the book with more than 2 weeks notice. Can they withold that time off pay?

givem 2 weeks notice as you said you did, then the last week take off the 40 hrs for paid vacation :P?

Unfortunately for you the company has no obligation to pay for built up vacation or leave time. I checked into this a while back and there is no law saying they have to pay you for anything more than what you actually worked. If you are a salary employee and work alot of overtime you may be able to talk to a lawyer to force them to compensate you for overtime worked. I hope that helps you.

It is up to the individual company. Check your employee handbook. Generally, with two weeks notice, companies will pay out vacation time. Sick time is normally never paid out.

I'm not sure that companies are obligated to pay out for unused leave. If it is a normal policy for the company to pay out unused leave, then they cannot choose to just not pay you. However, I am not aware that companies have to pay out unused leave upon termination.

Yes, they can withhold it. But you can take the leave before you change jobs.
