And on top of that, it's an indian reservation, can they give you a driving on a suspended if it's not even being operated on a public road?

Check with the local authorities to be sure. But I know if I was leaving my car in a parking garage, I would expect all the attendants to know how to drive!

Of course they can U can't drive not unless U got a Permit or a License

Check your state's motor vehicle laws...but I'm sure you'll find you'll need a license to drive on any public roadways and beaches.
