I seem to only find his political/social commentary works at Borders, and none of his linguistical works. Can anyone give me the name of the book containing this concept?

Chomsky has discussed (without, to my knowledge, clearly defining) the "proto-linguistic organ" and the "linguistic organ" in a great number of writuings from rather early on, such as:
Problems of Knowledge and Freedom. Random House: New York 1971
or
Dialogues avec Mitsou Ronat. Flammarion, Paris 1977.
