This question being in the fantasy section. Jeff Garcia is a better option, because he is still playing this season.
As far as for the Eagles and who will be their guy. Without a doubt Donavan Mcnabb. Jeff Garcia has done fantastic things for the team dont get me wrong but nothing short of a SuperBowl victory would secure him a starting role on some team, may not even be the eagles.

McNabb is better but when hes playing the Eagles become one dimensional relying too much on the pass. So in a sense the Eagles offense is more balanced with Garcia and Westbrook.

Donovan McNabb is better, will be the starter next year, and Garcia will be re-signed as his back up again next year.
