As long as the pool is heated and the instructor is certified then there should be no problem. Some of my fondest memories are from swimming in an outdoor heated pool while snowing! It was awsome!

If the pool has an above ground promenade or other structure to keep the wind off, it should be reasonably safe; a body of heated water with partial enclosure can maintain a microenvironment at about 50'F near ground level. Without this, heat loss and especially wind (if any) create a hypothermia risk for any wet people - in which case the pool shouldn't be open in the winter to begin with.

This assumes, of course, that by 'winter weather' you mean an area with winter temperatures significantly below 50 or so. 'Winter' in Hawaii doesn't mean much for this particular discussion.

Cold does not make you sick. As long as the pool is heated, go for it. I worked at an athletic club and we had elderly people swimming in the heated outdoor pool all winter long. If they can take it, so can your 9 year old. :)

'Let her?" If she is asking to do it, that is really cool (no pun intended). Some parental concerns are: exactly what temperature is the pool heated to? I personally love to lap swim in water around 77 to 79 degrees. A few degrees cooler makes a big difference. A few degrees warmer makes me uncomfortably warm. As far as lessons go: Warmer is better, especially for little kids. Many pools are heated to the temperature that the swim coach prefers (my range). You will notice that YM/YWCA's are usually warmer to give more comfort to the kids in lessons, who aren't working out so vigorously.

Other than that, I would encourage her/him, and be ready with warm fuzzy towels.

Trust me, it is GETTTING OUT that is the problem in cold weather, the cold air isn't fun, unless you can mitigate as a good mommy with hot chocolate and love a fuzzy warms stuff

No. I am a swimmer and I know that it is bad for you to swim in warm water. Anyway, she should not be swimming outdoors in winter weather.

Only with a trained instructor. The biggest problem will be temperature shock transitioning from cold air to warm water and back to air unless the 9 yr. old uses a wetsuit.

It's alright! It's heated, and your child's body is in the water most of the time anyway. Plus, exercise will make you warm, too.
