The Clinton Administration wasn't... the CIA/FBI were. They don't check with the president before they do things. They also wiretapped Elvis and J. Edgar Hoover.

In order to keep track of her location and movements which would eventually help the British Secret Service and their French counterparts assasinate the princess and Dodi.
It would also have confimed if in fact the princess was pregnant or ready to get engaged/married...if these conversations were between Dodi and the princess its very unlikley they would joke about such things and it would give the green light to the assasination team to carry out their task.
There is no other explanation in my eyes other than to provide location and movement details and to pass over information about conversations that had either taken place or where taking place.
If I had proof I would be either dead or very popular, however there is no doubt in my mind that she was killed, for all those disbelivers read Richard Tomlinson's Big Breach, the plot that was the 'accident' was an off the shelf assassination attempt that MI6 had come up with for Slobodan Milosoviec.

The reason the CIA may have been bugging the Princess' phone could have been related to her work with advocating for the removal of land mines. The US and British government have placed more land mines around the world than any other country. And it takes potloads of money to remove them and make the countries safe again for human life. Any country that faced having to spend those billions for removal of land mines COULD have had an interest in the activities of the Princess.
