Try using fabric softener in your rinse water (make sure you use warm or hot water in your washing machine when washing the wash cloth) and use fabric softener sheets in the dryer for the first few times you wash it. Sometimes cheap wash cloths are often more rough than the more expensive ones, I have noticed.

Try putting fabric softener in the final rinse water. That should make it softer.

try some vinegar in your next load, it helps rinse out all the layers of fabric softener that have built up over time,,which make the washcloth rough.
