Are you referring to a license that you get from the city to be able to perform, like selling hot dogs on a corner? No, you don't need any such thing. You can start a cleaning service by putting up posters on telephone poles. You don't even need to be bonded, but it helps. To be bonded means that you have proof of insurance for your company. That if you break or destroy something in your course of work that you have insurance to cover the damages. To be licensed for cleaning services you must be cleaning some highly dangerous stuff that requires training for haz mat, etc.

Go make up some flyers and get started. Print a good one on a computer then get them copied. Put them up with thumbtacks.

Good luck!

In New York State, you don't need a license; however, you do need to file for a tax ID if you are running a business in NY

I varies from city to city. Many times it is just a way to tax people and they have no way of finding you. If you file for a "fictitious business name" they may find you.

Yes if you want to work for businesses and estates and such.

No if you are willing to take on any liability yourself. This can get pretty expensive.
