I have been looking around on the internet for tutorials for a few eeks now but I can't find a guide that starts from a blank page to the nding stages of a web template. I am trying to design a web template and right now, I was just wondering where do I even start? Do I start by designing the whole site on PhotoShop, or do I start with tables on Macromedia Dreamweaver, or what? Please help! Anything is appreciated!

Start with pen and paper and layout the structure - then decide on the look and feel and then decide on the best way to create it -

The last bit depends on your experience but if you want to jump straight into the deep end look at php stuff, especialy the ready made you can just tweak

Note your server has to run php

personally I just use dreamweaver with layers
