My sister just got these converse x-hi tops (the ones that go about halfway up your calf) for christmas and she was wondering if she should fold them down or wear them as boots. what do you think?

if she is showing her legs then the folded over look, but up with jeans, oh and try it to see what it looks like with jeans before lacing them all the way!

It would depend on the outfit and the look she was goign for. Wearing them differently would change the effect of the outfit. It's a tough decision without knowing that info.

Fold them down to make shoes. But I dont really like converse shoes. They aren't really in style in my clique.
