Normally, it is the day AFTER the State Funeral or Period of Mourning is finished. However, in this case, it is 30 days after his death. he was a President of the US after all, and lead the country through an especially difficult time.

The day after the state funeral - so Saturday. Unless Bush has declared a national mourning period, and then if he did, he'll say when to raise it to full staff.
