Why is this what does he need to do so he can open these ? thanks

In Outlook Express
Tools - Options - Security Tab
Uncheck the box labeled:
Do not allow attachments to be saved or opened that could potentially be a virus.
This is the default setting and it prevents just about every attachment. Unchecking this box will allow any attachment to be downloaded - so tell your friend to be careful about what he opens via email.

Tell your friend to start OE then go to tools scroll down and click options, click the security tab and uncheck the box next to "Do not allow attatchments to be saved or opened taht could be potentially be a virus"
That should sort it out.
