The correct rule is: History's failures always repeat themselves for those who fail to study history. If you don't learn why it happened, expect it to happen again. If you understand the true causes of the problems, you can take corrective action.

Yes, and no.

We can prevent some mistakes and thus repeats by learning about the ones people have made in the pass, thus avoiding those (hopefully).

However humans have a limited source of imagination and thus rely on the past for inspiration. Which in turn allows history to repeat itself.

There are events in history that repeat themselves like the rise and fall of empires and nations. But there are other events which have happened once but may not happen again like the extinction of the dinosaurs 65 million years ago. Basic nature of humans has not changed much since time immemorial therefore there is a tendency of history repeating itself.

if u think about it, it really does.
history may repeat itself but in different forms.
an example of that can be the holocaust. it's being repeated but in a different form. its being repeated by the muslims. instead of muslims dying, there dignity is getting lost.
Humans have been killing each other and have been in wars since they were born. It never ends.
Presidents not in the US primarily, but in other countries have been killing other people so they could remain in power and govern.
Its all been a cycle, hopefully it ends.

Yes, but only because we allow it. For example, everyone knew about Napoleon, and yet no one did anything about Hitler, since it wasn't exactly like the last time. If you can see past the variations, and manage to get past the emotionalism of the affected at the moment, you could always try to stop it before it's too late, if anyone chooses to listen...
