Their charge is related to their energy. Energy is released when two chemicals within the batteries combine.
Eventually both chemicals get used up.
This chemical reaction cannot be reversed well enough for someone to design a way to recharge them.

Alkaline batts can be recharged and I do it often. They are not as good as alkalines designed to be recharged but good for 20-25 cycles if you don't run them dead. Ones designed for it can be cycled hundreds of times. Chargers can be found but not easily. I think I got mine from M.E.C.I. Surplus.
If you are desperate, you could charge them quickly by putting them inline, series, with a 12 headlight or slower with a 12 tail light bulb across a car battery. If it starts getting warm, you are charged!! You can do 1 or up to 8 cells in series at a time this way.
Best to do it under 1 minute for the headlight and 3 minutes or so with a tail light.

It is actually a chemical reaction that takes place once a battery is inserted into a device. The battery kind of completes the circuit and electrons move. The electrolyte in the battery help produce the electricity but if the energy isn't replinished (like in rechargable batteries) then the energy goes away.

The electrons flow to complete a chemical reaction. The chemicals are set up when the battery is made and the electrons will only flow when a wire connects the terminals. Once the reaction is finished, some reactions are reversible (like in NiCad batteries) and some are not reversible (like in alkaline batteries and regular carbon/zinc batteries).
