According to the first link only Mexico has a lower tax rate than the US -- among "OECD" countries.
However, the second link says the United Arab Emirates has no income tax or VAT. This link says Saudi Arabia has a 20% income tax.
Both articles say it is difficult to compare tax rates among countries --

I don't remember the details.. but I believe that some of the middle east oil states have no taxes. Primarily because the average citizen makes little money and the state gets huge amounts of oil income.

Apart from The Kingdom of Saudia Arab practically the whole of the Middle East does not impose taxes, especially on your personal Income. and estate properties.
