When playing Zelda Twilight princess on Wii- Im at the part where...?

Question

Im at the bottom of Lake Hylia- and I dont know what to do next... I have the hook shot thingy, and I see a door in this room with these two huge cogs, and I cant get to this door... there is nothing to hook shot myself onto. I went back to the other door but it takes me back to the room with all the stairs. The online stuff says I need to get to the door in that room with the two cogs that dont spin, they are motionless. Its the same room where when you FIRST get into it, you hook shot to the chest, and then to vines and then to more vines and then to MORE vines, and when you get to the door at the last vines it takes you into a room with two bug things that are in bubbles of water- SOMEONE help me!!!

You've gotten the Clawshot, so you already have the water flowing on the multi-floored room with the spinning stairs. Well, on the lower floor there's one gap that doesn't have a lever to jump to that will move the stairs. Look up, and you can hookshot a target above it. The target will lower and the stairs will spin around in a way that makes the water from above pour down the steps and into the room behind you. From there, you can go under the moving water wheel in that room and... poof. Go for it.

dunno, bu tim assuming kill the bugs somehow. pop the bubbles, maybe with an arrow or some ish, then go to town on the bugs.
