on a circular compact fleurescent
the ballast has 2 wires going to the bulb (one to each end)
and there is a small brown rectangular blob going to the other 2 pins

is it a resistor? a capacitor?

Sounds Like a Capacitor....G-F 150 [as In Gig-Farad ] Sometimes used For Switch/Start on these Light Fittings....and No not Conventional 630 Volts as You may Know it....very often it relates to the " Firing Voltage" required to ignite the gas in the light Fitting....Phew ! ..Round Floro's..Good Luck

I would say that it has to be a ballast. Since there are no wires connection inside the tube, only a conductive gas, it take more voltage than 110 can provide, so it is ballasted.

If it were round and looked about the size of a AA battery, I would have said it was the starter.

It most likely is the starter part of the ballast and that 630 v is the starting voltage to get the light started

I believe it's a capacitor .01mfd @ 630V.
