Uh, giving a hint of a clue as to what you're talking about would help.

Why do you think she needs "a new ID" and what, exactly, do you mean by that?

Forget about the new 'ID'. Move to another town...out of state. Get into a new environment...just changing the 'ID', will only result in the same results, but with a different name.

They can change your Social Security Number when you enter the Witness Protection Program.

Well, if this is about money, file for bankruptcy.

If her life is in danger because she knows or saw something threatening to another's well-being, than enter into the Witness Protection Program.

A new ID won't change anything. She will still be taking herself with her. She has to live through the pain, learn her lessons, an go on from there.The same as all of the rest of us do.
