Is more the man than the program.
You can do leaflets from anything starting with Microsoft Paint.
Also with Corel Draw, Macromedia Freehand, Adobe Photoshop and many others.
Take a good idea and go to the closest program and you will succed.

For a professional job, Adobe InDesign. However, you can design leaflets in almost any word processing or graphics editing application. I design the occasional ad, and if I'm away from my own computer, I usually use Photoshop or Paint Shop Pro for anything graphics heavy and Open Office for text.
Make sure you design your leaflets at print resolution if you design them in graphics editing software though. Most set the resolution at web resolution (72dpi/pixels per inch) by default, and you need print resolution (300dpi).
A tip... create the pages of the leaflet separately and save them as PDF files. Photoshop and Open Office have the option to save files as PDF. You can then assemble and order the pages in Adobe Acrobat.

If you need a template to start you off i'd say Adobe Pagemaker, but be warned its hideously expensive unless you can *ahem* acquire it for free.
Wouldn't know how or where to do that though - perish the thought - no me guvnor i buy everything that i use on the pc.

you could try microsoft office publisher or you could download the free smartdraw program, i've used this a couple of times and it's pretty good
