First off - if the union has a complaint they are suppose to address it first with the person whom the compliant is against - such as a supervisor.

If the dispute cannot be resolved then there is a formal grievance process that takes place.

The written grievance is brought forward by the union and addresses the issue and who it is against and why.

Management then investigates with labor relation's input to see if the complaint is valid and does it violate the collective bargaining agreement.

A resolution is offered and if both sides agree then it is resolved. If not, then it goes to arbitration.
