Again, this is new to me, but I'm going to say the answer is B.

The reason is, if B, C, and D all vote yes, their total is 32, which doesn't meet the quota of 38, so A can veto.

Likewise, if A, C, and D all vote yes, their total is 37, which also doesn't meet the quota, so B can veto.

However, if either C or D vote no, the other 3 can overrule them.

If this 38 - 20 - 15 - 12 - 5 listing is supposed to be the voting weight of 5 voters, then the answer is D: none. And that is because 20 + 15 + 12 + 5 = 52 which outvotes the one with 38.
