RAR is a type of compressed/archived file like ZIP. There are many different programs which will open up RAR files for you. 7-zip is a freeware program which will do just that, and will also open the popular ZIP format as well. It is available from http://www.7-zip.org/
APPS is an abbreviation for the word "applications" as in computer applications, such as Microsoft Excel.

RAR is a data compression and archiving format developed by Eugene Roshal (Roshal ARchive) It competes with other compression formats such as ZIP and gZIP.
RAR has a slower compression rate than ZIP, but has a better compression ratio.
You would use RAR or ZIP to squeeze a huge amount of data in to a tiny space. WinRAR is a shareware version which will compress your files into RAR format.
This lets a large file take up less room on your computer (or whichever media you choose, hence the term "compression"), but needs to be "de-compressed" in order for your computer to read the file. There are many de-compression programs available to read a RAR file- 7zip is one such program.
APPS is computer lingo for computer APPlication program. This is any program which enables a user to run a self-contained environment, such as a word processing program, a game, an instant messaging program, etc.
Unless, of course, you are referring to an Adjustable Pressure Phase Separator, but seeing as how the other part of your question deals with RAR, I assume you're searching for the computer-ese application for APPS as well.
