what would be the quota for a voting system that had a total of 16 votes and uses a simple majority quota?

The quota will be 9. You need more than half for a simple majority.

16/2 = 8 but you need more than half, so 9.

I would think it would be 9. 50% would be 8, but that would not be enough for a majority, so it would be 9.
