I'm not sure what the problem is. I unplugged everything and opened up the computer and added the card to the PCI slot. When I started my computer, Windows started up and it got as far as loading my programs then the computer just restarts. What can I do?

I would try to remove the card and boot the computer to see if the problem still occurs. It is possible that the card is not in the slot all the way. You really have to push some of those PCI cards to get them in all the way. Maybe the card that you bought was bad out of the box, as that is always a possibility.

Have you tried taking the usb card out of the pci slot to see if the computer boots up? If so, there could be a hardware conflict going on either in the bios or somewhere else.
What I would do is take the card out and see if it starts without rebooting.
If it does, then you know your card/installation is the issue. There is probably a hardware conflict going on somewhere. Make sure you read through any instructions and install software if necessary before you reinstall that card.
