Hypothetically, if I receive a speeding ticket from an officer in a neighboring city, who actually get the fee - the officer's city or the city where the violation took place?

An officer only has the authority to pull you over and ticket you in the city in which he works. Otherwise he is outside of his jurisdiction and you should fight the ticket. If he is a Sheriff (county) or a statie, then I am not sure where the fee goes for that.
