I use liquid eyeliner. I only use it on the top lid to give my eyes a more almond shape. The trick with liquid, is to use quick motions with your hand. Don't drag the wand across your eye slowly or you are sure to draw a crooked line. Steady your hand by positioning one of the fingers you're not holding the wand with on your face. This will steady your hand. Now start at the middle of the eye lid and quickly draw the line to the outer edge of your eye. Now move your hand and start at the inner corner and draw the remaining portion of the line to meet the line you've already drawn.

practice makes perfect. You should try an get a thin line right above your upper lash line. Pull on the outer edge of your eye to make the skin tight and then apply a really thin line. If you can get the liquid eyeliner that looks like a felt-tip marker, that's the best one. Body Shop used to make one like that many years ago.

you can start by applying pencil liner then carefully applying the liquid liner and wiping the excess with a cotton tip or tissue
i usually apply eye make up or just eyeliner then sunscreen or the rest of the make up after wiping any excess eyeshadow , liner or powder kohl.
you can apply it to both lids or just the upper lid.
i suggest you try darker colors like black , navy blue , brown or gray even dark green but not brighter colors until you master it, and these colors go with anything. try maybelline the waterproof in black or brown.
you have to keep your hand steady and try applying it as thin and as close to the eyelashes as possible
always wash your hands before and after applying make up, and never borrow or let anyone borrow your makeup esp eyeliner

Put on a very thin lin above your eyelid, right by you're eyelashes and extend it just a little so it looks like you have "cat eyes,"
