I'm nearing the end of the game (Pharos, third ascent) and the fishing minigame that everybody keeps on talking about still hasn't started. Can anyone tell me about it?

The fishing minigame is available after your visit to the Draklor laboratory.
Paraphrased from the brady guide:
- Talk to Ruskel in South Bank Village (Estersand area). You then need to find a fishing rod.
- Go to Balfonheim Port and find the Fishing Enthusiast in the Chivalry Breakwater section.
- Speak to her twice, ask her about the fishing rod.
- Run to the aerodome entrance and then back to where she was sitting without zoning out of the area.
- Check the wall to find the fishing rod.
- Return the rod to Ruskel.
The mini game starts from this point.

You need to talk with the fishing enthusiast in Balfonheim(?) near the aerodome. Select the second option and walk away out of his sight. DO NOT LEAVE THE AREA. Walk back and the rod will be just sitting there. Take it to Ruskel at the south shore in the Eastersand village. You did save him from the cactuars?

Fishing mini game in FFXII should start by now.
Perhaps, you haven't finished some of the side quest required to open the fishing mini game.
The cure for the patient in the desert, Finding Cactuar's son, and so on.
Check with gamefaqs.
