If you allow yourself to be, then yes. If you are always comparing yourself to others and finding fault in yourself then you will never be truely happy, even if you have everything you could ever wish for.
Accept your faults
Accept that everyone is different, and that you can't possibly be good at everything.
Accept other people for who they are, not who you want them to be.
Allow yourself to be yourself.
Never hide who you really are.
Allow yourself to show your emotions.
Allow yourself to be happy.

This question depends on how you view as "true" happiness. A person has the ability and the emotions to be happy and feel happy. You may find yourselves in the arms of a true lover or find yourself in a whole different environment or made any kind of achievement and still call it happiness. Happiness is an emotion which varies amongst others on how they depict happiness.
What you should know is that every happiness still have sadness burrowed underneath the heart. You may call yourself truly happy and ignore the sadness within you. But note that with the sadness, everyone is capable of learning from mistakes to the better understanding of this universe.

Not sure what you mean by "hand on heart". To be truely happy with the world being what it is now, pretty hard. That's why being a kid is so wonderful, you can be oblivious to the complexities of life.
To answer your question, I really believe so... in fact that's my ultimate goal in life, as weird as that sounds. How to go about attaining that happiness, thats something I havent fully comprehended yet. I think if I can take care of myself (financially, mentally, emotionally, physically, etc.), and the ones I love, and develop a closer relationship with God, I can be happy.

Hand on heart NO
You can be contented but not totally happy, and the pursuit of this happiness is the biggest cause of unhappiness today!
There will always be someone cleverer, healthier and richer than you and striving for these things is good, however if your motivation is envy then you will not achieve happiness.
Look into yourself, all the good things you have, are you prepared to give all that up in pursuit of material things (material things have a fixed life how would you feel if they were lost or broken?)
What you have inside yourself can't be lost or broken but it can shine out so try to be contented.
Want the best for yourself but not at the expense of your humanity.

If a person is truly caring, then it would be almost impossible to be happy all the time. Even if your own life is free of problems, the worries and concerns of of your friends, may at some time make you sad.
Also, if you are materialistic, and have the want want want, and want it now syndrome, you'll never be really happy because it's almost impossible to keep up with technology. The best thing is, take each day as it comes and be thankful if you enjoyed it.

Happy New Year, to you!

In my opinion the easiest way to find true hapiness is to be a person who does not look for the nitty gritty in life, a person who is able to see the bright side of each and every situation a person who can put a problem aside until he/she has the answer for it and so on, then you will find that you are happy most of the time

Absolutely! But it doesn't last long. After awhile, we get bored with merely "happy" and start looking for "ecstatic" or something better. This then leads us into various adventures or mis-adventures that in the end cause us to redefine "happy".

We humans are funny that way. At the end of my days, I will settle for "content".

Cheers!

I think it depends on the individual. I am one of those people who is always looking for happiness, but never quite finds what they're looking for. It would be nice to think that it could happen, but there are no guarantees in life.

I am happy! Though my life is not always so easy. When you have rises and falls you can really understand how happy you are when you have solved all problems. Monotonous life never gives us the feeling of happiness. Happy New Year! Love and true happiness to you!)))) Irene
